Use the Selective color command to separately isolate the white point of the image, as well as the black point of the image. (should look like this in quick selection mode) Using the magic wand and Quick Selection tools, Select the white outlines of the frames, as well as the speech bubbles, then duplicate that selection onto a new layer and delete it from layer 2.

Lock and hide the original so you can work on 'layer 2'. Load your image into Photoshop and duplicate the layer. My simple 3 steps show how you can keep the small detail while removing the screentone effect on a photo, resulting in THIS. Here is the source photo I used, compared to the proposed method of blurring then sharpening. The problem is, this kills the image quality and throws out any texture and detail on surfaces. Searching for a way to remove this on Google brought up multiple guides explaining that the best way was to blur the image, and then use an unsharp mask or smart sharpen filter to bring back the detail. If you've ever tried to read manga or doujin from a screen, you know that it is not uncommon to have artifacts from the screentone scan become distracting as your screen interpolates the pixels (sometimes causing a flickering effect).
